Is there a manufacture that makes fin tube baseboard 6 1/2" high or less? (3/4" pipe)

Even the compact versions of fin tube run 8-9" tall.
You might look at panel baseboard like the Runtal. Lower output, but also lower profile. Much more rugged also

Shortest one I found is around 6.5" high (tall)
The BTU/LF. is under 400° @ 1 GPM @ 170° average water temperature. Need more feet of baseboard to do the same job as the 8" and 9" tall models.

After you make that expensive repair and you still have the same problem, What will you check next?

What are you trying to do? You are going to need clearance above and below for air to circulate if you want it to work.

Sterling Petite is/was the shortest I know of. Maybe that is the same one that @EdTheHeaterMan posted.
Maybe there are electrical outlets in the way.

Runtal uf2 is 6" high though pricey and standard are 1/2" tappings. Might be possible to order them custom with 3/4" tappings.
