MODINE HD 75AH0134 GAS HEATER
unit comes on all flames good no rollout, but fan motor won't kick on. after it runs for a few it will shut down, I get 4 flashes on LED, that's says Limit Control or Flame Rollout switch open, but I suspect this because unit gets hot without the fan motor working could I be correct.

Yes. The wiring and controls and fan motor need to be checked out with an electrical test meter to find the culprit.
I would shut the unit down so you don't overheat the heat exchanger without damaging it

I also see 2 green ground wires on the chassis. 1 is connected the other is just loose, I am not sure if it went some where because I don't see where it may of went unless it was extra

Green or bare ground wires are important but will not be the reason your fan is not operating. Are you doing this DIY or do you think you need professional assistance. Are you good with electrical controls in other areas of your life? (Cars, electronic repairs, appliance repairs, etc.)

I'm an auto mechanic by nature, and pretty handy, I can fix a lot things. I can use a multi meter. but most of all I follow instructions very well

Picture of unit showing controls and wiring diagram (which should be somewhere on the unit), would help.
