Why do I have 2 pressuretrols and shouldn't they have a pigtail?

the horizontal they're mounted on eventually fills with condensate, and acts as the water cushion / trap of the pigtail,
I would want the devices mounted higher, above the upper 90's, keep the devices out of the water / gook,

2, in case 1 fails,
1, setting higher than the 2nd, redundancy, though usually the higher setting is a manual reset model forcing you to see why it's cold in the house,

Its like an unfolded pigtail, that is bigger in diameter, so the needed clean out intervals should be much greater and it is easier to clean out by just removing the pipe plugs. However one device would need to be removed in this setup to restore the water trap after cleaning.

You don't need to restore a water trap or refill a pigtail. They will refill automatically the first time the boiler makes steam. I have seen many pressure controls without pigtails last a long time. getting steam to a pressure control a few times in it's lifetime won't hurt it.
The nipples going in the controls should be brass and they should be longer to get them out of the water.
