Slant/Fin Galaxy GXHA-120 AND Installation Measurements

I've been reading a book on steam heating and learning a lot but it also has me crazy looking at my installed system from 2015. I was going to send an email to slant/fin but have come to find out they no longer manufacturer boilers.

My question is, how important is the minimum height from the top of boiler to the header? The minimum height in the manual is 18" but the installed header, which was the original height, is 14".

The next question is, how important is the dimension of the water height to the centerline of the Hartford Loop horizontal pipe. In the installation guide it states 2" below the water line. Mine is installed at 10" below the water line.

I also like the Hot water fill is preferable. I have always wondered why you will fill up the boiler with cold water. I would turn the boiler off and let it sit for at least 60 mins and fill it up in stages. I think I will be fixing this soon.
