Bosch Combi boiler PRV leak, plumber charge me $$$$ to replace diverter valve, still leak

As I educate myself a little more, and talked to different plumber, I think the problem of PRV leak is the faulty heat exchanger. I am going to get it fixed soon.

My question is, anyone can help to explain what the diverter valve do? Can a faulty diverter valve cause too much pressure in the close loop heating system and then a leaky PRV?

When I talked to that plumber, he admitted that he doesn't have experience on this boiler and want to do a step by step troubleshooting. The first step is to change the diverter valve and charge me $$$$. It turns out that valve is not the cause. Then he want me to get a new boiler. I really want to sue them for over charge me and not resolving the problem.

    Typically, the diverter valve changes the boiler from heating your domestic hot water over to heating the heating system.

    The only time I have seen a diverter valve inside a boiler cause the PRV to blow off is when the domestic ports are capped off, and at that point it is not a faulty valve, but faulty piping. It's possible that your model is different but something tells me its not. You won't have any luck going after the HVAC guy in my opinion, you say it right there that the tech didn't know if it would fix the issue or not, you knew the price and agree to the work. Did anyone change out the leaky PRV, did that fix the issue even temporarily? what pressure does the boiler run at?
