Rinnai tankless does not fire on low flow

When the hot water in the bathroom sink is turned on, my Rinnai tankless does not heat the water. Also, when someone is showering, the hot water has to be turned all the way up for the water to get hot enough. If someone turns on the hot water in bathroom sink while someone is showering, the water gets scalding hot.

    How long has this been going on?

    This could be related to a crossover in your system.

    Do you by chance have a crossover valve under that bathroom sink that has failed (stuck open)?

    It was my circulation line. So I just capped it at both ends
