zone not shutting off

I'm running a taco controller with the 24v thermostatic zone valves that sit on top of the manifold. I'm having a issue with one of the loops. I'm finally getting around to trying to fix this the right way and here is the issue. Originally the zone valve would pop off its seat now and then and let the loop run and overheat the room. I ordered a new replacement because i thought that maybe the clips that held it on the seat were worn and allowing it to pop off. when i install the new one it doesn't fully shut off the flow. It will cut it down to about half and if i slightly push down on the zone valve it will shut the flow all the way. I'm not sure what trick or if there is any to fix this? Its almost like the base that screws onto the manifold needs to go on a slight amount more if that makes sense? I'm not familiar with tearing the manifolds apart so i'm not sure if there are any wiggle room for adjustment for the height of the pin that shuts the flow on/off, or if maybe i need to remove a little material from the plastic base to allow it to sit lower on the threads?

I'd swap heads with another zone. See if the problem follows the head or stays with the valve.

Update, and a photo reference as i'm not the best at written things. Anyway, I got it working. Apperently these type of valves aren't fully off until they have been actuated on first? I wired the valve in question last evening and made sure it was working correctly and gave up for the night. Today i had some other thermostats to wire in and zone valves to add. I unplugged the taco controller and noticed the zone valve in question looked like the "knub" was out farther so i snapped it into place and it shut the loop off as its supposed to, and has been working as intended all day. I opened some of my new ones and they don't appear to be in a fully off position (extended outward all the way) new in the box.
Anyway thanks for the help, and hopefully if someone has this issue they can find this post.

if the blue ring is visible, the valve is open.

out of curiosity i just opened a box of a new one and the blue ring is showing just a little. Must have missed that. Any idea why the are out of the box brand new slightly activated and not fully closed?

perhaps it makes it easier to screw them on to the manifolds?
Any info in the installation manual, as to position of the actuator?Do those have a manual open function like the TwistTops?

No manual open like the twist top and the just "click" into place on top of the base that screws onto the manifold in place of the twist top manual valve. I have attached the only manual i can for them. It looks like maybe they ship in a locked state? It doesn't really matter now that i know this. It will just be a extra step/ pain in the **** to cycle them for them to fully close.
