Automatic damper issues
Hi .
I replace automatic damper on my gas steam boiler 2 time , it’s not working properly . I had to disconnect try to bypass. But still after few cycles boiler make clicking noise once in while when not running .
I order new UT electronic control hopefully that would be the issue.

can’t fully understand, the old multi meter will tell the story
It’s a small pain to get readings- need needle tips on the probes or carefully cut back the sheathing just a whisker. Something isn’t delivering or sending the correct voltage, or the damper isn’t closing he end switch
Off topic a bit- not supposed to use cast iron fittings on gas

The parts cannon seldom works or fixes anything. First thing is to shut the power off and follow the wiring diagram and check all connections. Plug and un plug all the connectors will sometimes break loose some corrosion and oxidation. It doesn't take much to stop 24 volts.
The get a meter and follow the wiring diagram You can download all the cut sheets for all the controls on line and figure out what is going on.

Make, Model of the boiler. Maybe we can find a wiring diagram if you don't have it, you did not take a picture of it.
Was the Thermostat / Thermostat circuit checked ? Usually the Thermostat activates the Damper. The Damper then activates the Ignition Module. Cutting wires usually just makes more to repair.
