Unusual radiator on 2 pipe steam system

Cast iron rads in this home except one room. I have never seen anything like this and there is a drip happening here during operation where it could have been what looks like a packing and missing control valve handle??

Looks like someone kludged something together out of baseboard fin tube. Give him an A for effort though.
Trying to squeeze the best out of a Weil-McLain JB-5 running a 1912 1 pipe system.0
