Flow Meter Gauge higher than others

What would cause one of my flow meter gauges to register at 0.4 GPM while all the others are at 0 when the radiant floor heating system is not running?

Are there zone actuators on all the loops? What do the others read when running?

turn the red or blue ball valve off, do they all drop? If so that zone is open and the circ running.

or it could be stuck in the flow indicator, they look new and clean. It's rare that all would be stuck.

    I am wondering …

What is on the other manifold? valve actuators? adjustment handles? nothing?

when I turned on the system (increased the thermostat temperature), all the flow meters evened out (see photo). So it just seems like when the heating is off, one is flow meter is staying at 0.5gpm. Is it likely just stuck, or is that line flowing water even when the heat isn’t on?

my feel is the one is stuck,

turn off the red and blue valves below to eliminate any possible other flow, what happens? knock that indicator, gently,

that cap unscrews, have a 3rd hand to hold back water there, don't loose the spring or parts, don't panic

Does the manufacturer allow the manifold to be mounted on its side? It seem the little disc inside could rub on the sight tube and maybe stick.

I have seen inverted installations, those work fine.
