Bought at a closing sale.needed hot water was told I can't use it its steam.looks new owner says it was .

I am not familiar with that specific boiler, but generally speaking most conventional cast iron steam boilers can easily be converted to hot water just by changing the trim. That one shows a maximum pressure rating for water right on the nameplate.
You would remove the pressuretrol, steam pressure gauge and gauge glass and install an aquastat, combination temperature/ water pressure gauge and the appropriate pressure relief valve, usually 30 psig for hot water systems.
The manufacturer should be able to confirm this.
