I guess it's on a wood fired boiler system

A thermostatic valve, a warranty requirement on Central Boiler products (though occasionally used with others) to keep return temp above 150*, though they almost never work like they're supposed to. If the underground lines and circulator are sized properly to maintain a good return temp, it can be removed or possibly even gutted (there is an automotive type thermostat inside that can be removed) depending on the system.
