Is this insulation necessary? Is it a hazard? Should it be removed ?

I’ve looked at many photos and posts on this forum and never saw insulation on the pipe that heads up to the mains. Looks like fiber glass. Is it safe? Should i remove it?

The vertical white insulation? Looks like Fiberglass. Get us a close up up the ends. MD

I've never thought having the paper jacket that close to the vent was a great idea but it happens a lot.
