Only my room doesn't have heating i told landlord about it he thinks he has to change everything
I dont think so that's solution I told him the pipe is missing underneath can you check picture an let me know please ist 38F at night and day 45F I am cold outside at work as I work outside hone too its cold other rooms and kitchen hass heating. According to me there so no pipe to float hot water i guess what you think

Is this Blue handled valve open so the water or steam can flow into the radiator ? The pipes are probably in the wall and not underneath the radiator in this case. The pipe plugs are just blocking an alternative connection method to the radiator. As a landlord I think they are obligated to supply proper heat.

I'm guessing the radiator has air trapped in it, which is preventing the hot water from flowing through it. There will be an air "bleed" screw somewhere on the radiator, but it may be hard to find with the radiator built into the wall like that. "Bleeding" the radiator means opening the air bleed screw to release the trapped air.
Tell the landlord to have someone come and bleed the radiator. Once all the air is out, hot water will flow through it and you should have heat again.
