Riello RS160 not going into high fire

I am working on a Riello mat gas burner that doesn’t want to go into high fire. After ignition runs on low fire fine, then when moves into high fire flame goes like on pilot stage, no big flame. New gas pressure regulator. Any help will be appreciate it
