Webster Baseboard - Hot water baseboard panel
I have a "Webster Baseboard Heating" hot water baseboard heating panel (about 75 years old) cover that is metal and rusting because it is next to the toilet. It is 6" tall and 69" L and slips onto metal brackets screwed into the wall. There is a wood molding that sits above the panel and is attached to the wall. I would like to replace that panel with something that would not rust (read something plastic/vinyl).
Is there a source for this type of thing or something that could be made to work?

You could send it to a powder coater, that is probably the easiest route. Do you have pictures? There are some plastic universal replacement covers but most of them seem to forget things like the damper on the original cover are important. If it is just ordinary fin tube there are a lot of options.
