Supply valve stuck and radiator cold

Only radiator that runs cold. The rubber cap on top just spins freely so cant really open it or closed it. I believe this might be the culprit of why it is cold. But I have no idea what the metal things is on top when turning it to open. your wisdom and any tips is much appreciated

    It's a stop to limit the valve to half a turn.

    Seems the knob is stripped.

    Trying to squeeze the best out of a Weil-McLain JB-5 running a 1912 1 pipe system.

    Its a butterfly valve and it is in the open position … Something else is the problem…

    What's on the other side?

    yeah the knob is totally strip it spins freely. I was reading online that sometimes this valves get stuck leading to one cold radiator in the whole house? I think I have a water radiator since hot water runs through them. I bleed them every winter to take out any air. Usually that fixes the problem if not heating if air is trap. However, this one just cold water comes out.

    On the other side there is an air vent so I can bleed them.
