Rinnai R85, code 11 followed by 52

Fault codes 1-52, 2-52, 3-11, 4-11. Replaced the igniters, cleaned the burners, etc. I know 52 is supposed to be the gas valve but can also be the PCB. I'd rather not spend on the gas valve and then find out I need a $400 PCB.

The controller is located inside a bedroom closet. Heater is mounted outside. Controller works. I can hear the unit power up when I turn it on. Rinnai tells me that there's no hard reset for this particular PCB. I guess my question is - can I assume anything about the PCB based on the functionality of the controller.

    No leaks. It is mounted on the exterior of the house inside a Rinnai housing.
