Who installed it? What is the system pressure? Can you share a photo of the installation/piping?

system pressure is 22.3. i can upload a photo tomorrow. The internal pump seems very hot. I have manually bled everything as well. Domestic pressure is 90lbs which we are putting in a house pressure reducer

I think the system pressure that shows on the Home screen is on the gas side of the pressure equation. The water pressure based on my dial outside of the rinnai is at 20#. The system was installed by plumber who has done several of these for me in the past

Gas side?? I don't think so- not at 22 PSI anyway. If the internal pump is scorching hot as you say, there is a 99% chance it's air locked and needs to be purged. The circ may be locked up or completely cooked now that it's been running this long without flow.

is the pump seized, I know it is new, must have been sitting for some time somewhere as these haven’t been made for a few years.. take off the cap on the circulator and see if the shaft is spinning, You can take a 4mm Allen wrench and turn it, it may be seized.
