Bad gas valve ? Was replacement necessary?

I have a Weil McLain Lgb-6 dual gas valve unit. Both gas valves have have a different number. In November of last year it would not fire. I called the boiler installer/ repairman I’ve used for 50 years. He said I needed a new gas valve (they came as a pair) and I had him replace most everything else since he was there. Bill was $ I paid immediately, he received payment.
I did ask here at the time how to figure what was wrong but then I gave up and hired the pro. I needed heat .
I learned the guy that came over bought out the company I had used for 50 years, I didn’t feel my trust in him.
Since paying him he has tried to bill me twice again for the full amount . I submitted proof of payment the first time, and a fu, the second time. I think he must get bites on his dishonest fishing trips !
Now I question if the gas valves were ever bad and want to verify them as bad. I put 24v to the MV terminal then PvMv terminal and heard it click on one gas valve, the second valve made no noise. Is this how to check a gas valve ? If it checks ok I will send them to Honywell for verification.

The V8943A is a single stage valve, while the V8944N is a 2 Stage valve.
Can you show the whole wiring diagram to see what's OEM?

No click is probably a good sign that it was bad. If they needed to replace both is another question. There could be a few reasons. The other question is if they set it up properly after they replaced it.
it is very possible for someone to be a good tech and bad at running a business.
