Weil mclain Eco155 fan issue

I have an Eco 155 that heats my house and domestic hot water. I have been getting a fan fault and noticed the fan isn't completely stopping. It runs very slow at a fluctuating RPM. Assuming it's throwing the fault for that reason.
The really odd part is I have discovered if I leave the cover off the front of the unit, I don't get any fan faults. But if I put the cover on it will fault on every cycle. Any idea what is causing this? I was going to replace the fan but now something seems odd.
