Diffuser( retention head) Covered in soot Webster burner

Doing an overhaul twice now the burner head is covered in soot. Now from my experience likely causes and correct me if I’m wrong: Dirty Fan cage, improper electrode setting and or bad nozzle. What do you think?

    Could be a lot of things. Wrong set up of burner. Do a combustion test. Not enough air on burner, wrong nozzle . Gun assembly not position right, plugged boiler not enough draft. Oil pressure wrong. Air band not set properly .......................etc etc.
