Help finding a replacement actuator for Honeywell M7410C1015C-OV

Long story Short: Father-in-law has Radiant floors controlled via a Viega Basic Heating Control. The Honeywell actuator M7410C1015C-OV has quit working. Does anyone know if the M6410A1029 will work as a direct replacement?
The wires have different color code but I think I can figure that out.

Mixing is via a 3-way globe valve with DN25 and PN16 stamped on it so I can figure out the flow path from that for the new wiring purposes, but I don't see a brand.

I can provide more details if needed but, suffice to say, with the actuator removed from the 3-way and the test function of the BHC running, the stem in the actuator does not move despite the motor trying to move it.

With the actuator removed we do get flow through the loops with boiler temp water. The Circ is operating correctly as well, turning on and off with call/no-call from the thermostat. Currently with the actuator in place, the loops are just recirculating themselves with no new hot water from the boiler being introduced.
