Thermostatic valves working from room temp

I have a commercial building with thermostatic valves and a boiler using outside air temp. It seems that these valves only supply flow and is not based on room temperature. When the boiler water changes in the shoulder seasons, day/night. There is little control of room temp. Are there any valves that can be mounted to the radiators and receive a request from a thermostat like a traditional zone valve?

    There are TRV actuators that have capillary tubing between the actuator on the valve and the sensor that can be placed on a wall some distance from the valve.

    What valve do you have? Pictures of your radiators and valve?

    After you make that expensive repair and you still have the same problem, What will you check next?

    I Know that Tunstall Assoc sells Macon Controls. They have TRVs valves that can be used with an electric or non electric actuator.

    The other manufacturers probably do as well.

    There valves can be used with 24v AC or DC
