Old valve positioning

I recently had to change the pressure valve. When closing the boiler feeding valve, this valve has not been moved in a long while. It did turn and close the valve. Problem is now once moved I can’t tell if this valve was open and how much. Is this valve supposed to be full closed or partially open

Is this HW or steam? I am assuming hot water. Does it have a PRV in the water line to control the system pressure? Does it have a backflow preventer?
