Old valve positioning

in Oil Heating
I recently had to change the pressure valve. When closing the boiler feeding valve, this valve has not been moved in a long while. It did turn and close the valve. Problem is now once moved I can’t tell if this valve was open and how much. Is this valve supposed to be full closed or partially open

Water flow to fill system is ok. Can bring to 15 lbs. is this valve to be closed once filled?0

Some say to close off for very good reasons , if you do you just need to maintain pressure. ... Which is , Keep an eye on the system pressure ...

Is this HW or steam? I am assuming hot water. Does it have a PRV in the water line to control the system pressure? Does it have a backflow preventer?0
