Could be as simple as a plugged strainer not allowing adequate flow?

Check the manual for the filter location

Flame loss while trying to fill the tub could be a gas pressure issue…. May not have enough pressure or too large a drop. Does it work when running a sink for handwashing if so I would get the installer or gas company out to check the pressure and flow of gas..

Whenever one of these types of water heater shows a error code I always check (because I've been there)
These things: Proper gas supply measurements, proper water flow, both pressure and volume and correct dip switch settings. Always double check those.
Then look to the mechanics of the thing by following the trouble shooting in the owners manual.
After that, google up the tech support number and go from there.
They may only want to a tech. Can't hurt to call and see what they say.

Their “on hold” times are crazy. Over 3 hrs. the last time I called. Shorter if you are a “preferred contractor”.
    8.33 lbs./gal. x 60 min./hr. x 20°ΔT = 10,000 BTU's/hour

Oh great! Well that's not very encouraging.

Navien is terrible with long wait times for tech support.  I usually have to wait 2+ hours.
