Rinnai tankless water heater won't allow flush solution after 30 seconds.

I spent an eternity trying to flush my 3 units. Rinnai refused to help me because I was 'just' a homeowner. I hooked everything up and started my transfer pump. All was well but after 20 seconds the flow started to slow down. By 30 seconds it wasn't even a trickle.
After much frustration I did the exact same setup but I left the electricity to the heater on for the first 30 seconds of the flush. When all looked good I turned the heater off and the flow continued to be strong.
