Question about Taco X-Pump block XPB-1

We've had some issues with our radiant floor heat system which uses a Taco X-Block pump XPB-1, installed 10 years ago. The original plumber that installed the system replaced both pumps last week and purged the system and it appears to function fine. However a second, different plumber (another company) looked at the system today and said that the pumps are too hot to the touch and he doesn't think there is sufficient flow. He wants to replace the pumps that were installed 20 days ago. AFAIK, the water entering the system is 180 degree F and that is the only number I know.

How hot should the pump housing be? When the system has been running for a while, the pumps' housings are hot enough to sizzle water that is dripped on them. Does this absolutely mean that the system isn't running correctly? When the room thermostat temp is reached, the pumps shut off and cool down and can be comfortably touched.

    @mintakax Under normal operation they can reach between 140-160 degrees. The pumps that are used in the XPB are 008 series which normal amp draw is approximately .84. So if you can take an amp reading and they are drawing around .84 then they are fine.
