Air vent in wrong location?

I thought I posted this, but do not see it so trying again.
I have radiator that does not seem to be getting fully hot (and so room is too cold). If i test it with a noncontact thermometer after the vent closes it is much less hot than others in the house. It is connected at both top and bottom (see pic) and the vent is at the top of the last section. There is a plug further down (see pic). Would it get hotter if vent is moved down? If yes, any suggestions on removing that plug? I have tried penetrating oil and brute force to no avail.

Yes, the lower plug is used for a steam vent . The top plug is used for a hot water system .
Looks like someone tried to remove the correct plug . If that plug is brass I would drill it out and retap the treads. If the plug is not brass , I would drill and tap a new 1/8"NPT port on a different location of the radiator .There was an error rendering this rich post.

Also make sure the valve is fully open. Make sure the rad is pitched back toward the valve.0

I've drilled out iron plugs with no problem. Just make sure your bit is well centered. Start with small bits and work your way up.
