*FIXED* RU199iP fan sounds UNDERWATER (!) Error 10

Less than a year old Rinnai RU199iP, installer retired, it's Sunday in VT in the middle of a blizzard. No hot water due to Error 10.
Fan sounds like it's GURGLING, trying to circulate water!
All I can think is that rain or snow somehow got in the exhaust pipe, and it's literally drowning. Or maybe condensate built up? Maybe drain line freeze??
Questions:
- Replacement procedure link for the RU199? Can't find the newer model on YT, and the older ones have a completely different fan assembly.
- Is it possible there's actually water in there? Or a lot of condensate?
NOTE: GF accidentally left hot water running for a LONG time last week - like maybe 9 hours, possibly more. I wasn't home. Got Error 10 for the first time then. But unit restarted and ran normally until last night.
I will try to post vid of the sound.

EDIT: Unit WAS drowning! Drain tube WAS frozen! Pulled the pipe off the drain outlet and about 2 quarts of condensate came pouring out! Running normally now. Holy hell. Guess VT gets pretty damn cold. We're gonna have to get a guy to come re-route the drain line. Thanks for letting me sound this out! Can't figure out how to delete the post
