Lennox g20q3/4e-100 - starting process, damper and more quirks

Have a 22yr old lennox G20 that seems to be in ok shape- circuit board replaced 2 yrs ago and exchanger checked then by a tech (maybe should check it again)....several questions on some new quirks please:
-what is startup process? when thermostat calls for heat, blower starts first and then ignitor turns on pilot/then burners...is that normal for the blower to kick in first or does it matter?
-recently theres been a few odd times that I hear when calls for heat, ignitor tries and no burner, so it shuts off tries again and then it works. Ive cleaned flame sensor and chanegd filter and for now cant replicate, so not sure what that would be?
-damper will open up when closed and calls for heat, but then during shutdown it will only partially close or stay fully open..not sure if motor or spring or other? is that an issue long as damper stays open?
