My set point is 160, no ODR connected. My outlet temp is occasionally going above set point (167 was where I last noticed it).
Is this concerning?

If you don't have the flow thru the heat exchanger, the temperature will over shoot the programed temp setting. You can set the fan post purge from 25 sec to 100 sec and you can set in the programing the central heat pump post purge that will continue running after the programed set point is reached up to 5min. That should help. (function 13)0
