Electric water heater question

Hello I just moved into a new apartment and I was wondering if an electric water heater is whistling not loud but whistling and the water has gotten much hotter in the week that I've been in this apartment is normal?

You can check the water temperature with a kitchen probe type thermometer. The water shouldn't be over 125 degrees.0
