Sight glass oddities

I have 3 slant fin steam boilers that are oil fired. They all connect to the same header and there is a condensate tank with a pump that feeds the boilers. The boilers are staged on by timers. On a call for heat, 1 boiler starts immediately, the 2nd starts after 5 min, and the 3rd after 15 min. The problem I am seeing is that the water in the sight glass will bottom out but the LWCO doesn’t trip. The LWCO has a delay but this happens for awhile. All 3 boilers do this. There is a loop LWCO/pump control that is set to the water line. The boilers have 2 discharge pipes that I believe are 2”. The main is 4” I believe. I have some pics
