GV90+4 Pressure switch problem

Heating tech looking for support. (second time i have run into this)
I have a GV90+4 S-1 that is going out on pressure switch.
I am getting 1.6-1.8inwc directly onto the negative side of the inducer. inwc moves up and down constantly. I have removed the induceder and verified the burner cone is clear and the first pass of the HE in unobstructed.
Pulling the air intake off and the "clean out" place of the bottom of the HE i am eliminating venting and reclaimer problems and I still only get 1.6-1.8inwc. I am using a new tubing from the vent motor to my manometer to eliminate collector or tubing issues. I installed a new inducer and that still did not fix it.
This only leaves a plugged HE that I have put a hose into and washed out the passes the best I can with no change.
Is there something I am missing?
