X13 control

Intertherm with a nordyne 1139 control board: oem motor burned out, replaced with similar that should have matched. When wired as OEM, the blower runs continuously, if you remove the ground wire or disconnect the speed leads the motor stops correctly. Touch slow speed or high speed wires to ground, the blower runs. There’s 90vac measured from disconnected speed lead to ground. Replaced control board but have same issue. It wasn’t wired the same as the diagram but I assumed the unit was functioning correctly until the blower crashed. Speed control is connected to x13spd and x13g there is no wire on x13com on the board but the c terminal on the motor has a wire to the transformer. The furnace works with the thermostat but the blower runs continuously until the ac breaker is turned off. Could this mean a motor issue even if it is new?
