2 barometric dampers

hello hello I had a new oil furnace installed. Installer left the 2 existing dampers they are about 16" apart with a 90 elbow between . I feel the two dampers are pulling fumes from each other. Do I need 2? I have about 6 feet of 6" pipe with 2 dampers into a 4" power vent for 4 feet of 4 " then outside. Why would I need 2 barometric dampers? Thank you
