no heat in bldg front apartment

in Gas Heating
having issues getting heat to 2nd flr front of bldg apartment ,there's no air vent on these radiators, the rear bldg apartment has air vents on all radiaters & was able to get air purged works fine , any suggestions would be aprecaited . just a side note 1st flr is converted to office , the plumbers toke off the baseboards no longer needed  & looped it back to return. sharing pictures

    this apartment has it's own thermostat, circ, and or zone valve?
    It's not like the removal of the 1st floor baseboard orphaned the floor above???
    too obvious, but ya never know,

    no thermostat or zone valve to this apt , this same apt had issues last winter before the 1st flr. make over , as for the air purge , no air vents or separates by boiler , i.ll privide pictures when returned to job .
