Going 100% by memory here,
But I think that's the connections across the thermostat? If so I'd expect it should be zero when the thermostat is calling for heat and 24V+- when it's not.
Single pipe 392sqft system with an EG-40 rated for 325sqft and it's silent and balanced at all times.

I guess it depends on the age of the boiler.
