Underfired conversion burner.

So, I'm in a bit of a pickle. I don't trust myself to play with the output on my boiler. I'm working with an Economite EC200 on a Williamson OSB-3. The boiler is rated for 114k BTU, but it definitely feels and looks like I'm not getting enough heat from the burner. The flame looks smaller than when I first got the conversion done, and even after an hour of running things, the system doesn't build up any pressure on the gauge, none of my radiators are heating more than 3 plates, and a lot of the return doesn't even fully heat up. When my plumber showed up, all he did was open up the pressure cut off, which doesn't do anything if there's literally not enough pressure in the system to show up on the gauge. How do i relay this to him to actually get him to work on this right, or is there anything I would be able to do on my end?
