NYC - Cost of DOB permit to repair or replace gas piping/pressure test.

I recently had a fire on the outside gutter of my house in NYC (the fire never got inside, only burnt the gutter) and ConEd pinned the gas meter regardless.
They sent a letter stating need a licensed plumber to repair or replace all defective equipment and as part of the self-certification process, the plumber is responsible for submitting a pressure test affidavit, letter of intent, or DOB Certificate.
I email two plumbing companies and without even an on-site visit, one said just for the permit alone would be $4500 and the other said $3800. Any repairs that needs to be done would be an additional cost.
Is the permit cost really that high?
I looked at the NYC DOB website and it states a Limited Alteration Application (LAA) permit ranges from $130 to $280. LAA permits are used for:
Plumbing work
Fire suppression piping replacement and repairs
Oil burner installations that do not include construction work

We don't discuss pricing here but I will say this. To run a legit NYC Plumbing business is a fortune. That actual permit is a small part of the fee. The Great cost is in paying an expediter, having your men wait around all day for inspectors and the Gas utility, Parking tickets...et al. Its a nightmare. Mad Dog 🐕1

D.O.B. will tell you between 8-3pm and many times never show up. Gas utilities do it too! Thats! What you're really paying for. There are several VG NYC LMPs here. Try them. Mad Dog 🐕1

I used the search feature on the website (https://www.heatinghelp.com/find-a-contractor/state/NY) but no luck yet.
If there are any NYC LMPs here that would like to reach out I can send you more specifics with pictures of the gas lines etc (I only have a furnace, boiler and stove). And I have a driveway that you can park on, so you wouldn't have to worry about parking tickets1 -

Go on Find a Contractor New York put in the 50 mile radius search. There are atleast a half a dozen of those guys that are NYC LMPs. Good luck. Mad Dog 🐕0
