Second floor hot water convectors

Went to a new customer today. 2 story house built in the 50's with a hot water boiler in the basement. One pipe with Trans Flo tees feeding Trane convectors. Purged air from the convectors and most of the first floor started heating. one first floor connector is reluctant to warm up. Second floor units are not heating at all. System pressure is 16 psi. I listened to Dan's video about these systems and understand the possible need for adding Flo tees to the inlet side of the piping. I find it hard to believe that this system has not heated the house well for over 60 years. What could have changed about these second floor convectors that would keep them from heating? If I were to add more tees, are the any available? The tees are 1 1/2" x 1/2" iron pipe.

are you pumping towards, or away?
if torwards, you may have enough differential, the pressure may be low to negative, that water is not circulating to the top, if so, raise the static fill to 20 and try that,
or, the gage isn't accurate(?),
let's see the boiler,known to beat dead horses0
