Steam boiler kettling

Hey, first post here, looking for some insight on a steam boiler I’ve been back to a few times- little 60k cac/bdp single pipe system, 2010. My first visit about two years ago, (no heat/off on pressuretrol), it was filthy. Probably never maintained since install. Cleaned pigtail, taps, flushed tank, skimmed and all seemed well. A few days later it developed a very loud kettling noise. Flushed wet return, changed main vent and a few suspect radiator vents and skimmed again, noise went away for awhile but crept back- seems fine on cold days when it’s running a lot, but if the boiler gets completely cold the noise comes back. Fired up for the first time this fall and it is LOUD. I’m in a hard water area, customer already has a whole house sediment filter but no carbon filter or softener. No new water has been introduced since the initial flush. I’ve verified correct near boiler piping/A dimension/etc. We treat water for high efficiency hydronic around here but I’ve always been under the impression that plain water is best practice for steam. Thoughts on next steps?
