White Rodger 3 wire zone valve

I have a 3 zone hot water system. With white Rodgers 3 wire valves.
The problem I'm having is the one of the valves when its called for heat it just keeps turning and won't stop at open. Is this problem caused by a short between wires 4and 6. I've tried a new stat. And switched the motors same thing. Just keeps turning.
