Motorized valve not opening (normally closed valve) even with a new motor valve

Hello, my new motor valve opens manually before connecting to the wires but once connected it wont open manually not auto. I thought the old motor valve was the culprit but with new motor valve it does the same thing. local plumbers cant figure out what the issue it. What could be the issue here? Another motor valve opens ok manually but not opening on auto. Could this be the wire/electric cord issues?

What's the voltage at the zone valve?0

post pictures of both valves showing the manual lever, and any labels, both valves,
also show the flow direction indicator, if there,
and indicate your direction of flow,
