I'm using a Tekmar 279 on a 21 unit apartment building. I have WWSD set at 60 degrees but the burner usually will not come on until the outside temperature gets down to about 53 degrees. Anybody have a suggestion on how to adjust this? Thanks.

Maybe your outdoor sensor is bad or in the wrong location. There are charts you can compare the sensor to (ohms) along with a good thermometer to see if the sensor is accurate.
You can also find the resistance for 60 degrees, put the equivalent resistor (or us a decade resistance box) in place of the sensor to make sure your control is working properly. There was an error rendering this rich post.

Or set it to 67

Where are you seeing the outdoor temperature? The number on the control's display is what it sees where the sensor is. Either check the temperature around the wall where the sensor is mounted and move it to a more representative area or you'll have to compensate with your settingsContact John "JohnNY" Cataneo, NYC Master Plumber, Lic 1784
