One thermostat sending heat to 2 zones.

in Oil Heating
Why would one thermostat be controlling both zones in my home? I have one thermostat for downstairs and one for the 2nd floor. The downstairs one is the only one calling for heat but the upstairs is getting hot too.

I am thinking the laws of physics are working here and not ohms law of electrical conflicts. Heat rises. So find the path and get control of it.0
