Baseboard Heater Not Heating

Hi, my baseboard heater isn't heating and thought maybe someone here could give me some advice.
When I turn the termostat on, there is a metal disk in the motor (under the cover) that spins really fast for 3-5 seconds, then stops and nothing happens after (no heat).
When I turn the thermostat off, that disk spins again for 3-5 seconds and then stops.
I assume that the disk spinning indicates that it's getting power, so what else could be preventing it from generating heat?

Yes it's one of these Honeywell zone valves:
I'll try to post a picture of my actual unit later, but it's the same model as the one linked above.

Bad end switch in the zone valve. Replace the zone valve.0

I would verify that the circulator is running, and the zone is not airbound before throwing parts at it.0
