One apartment two units upstairs and downstairs with two thermostats sharing a Buderus Boiler.

Hello, I live in an apartment building with two units. I live downstairs, and my brother lives upstairs. We each have our own thermostat to control the boilers temperature. There are only two people living in my apartment and there are five people living upstairs in his apartment. We split the oil bill, but I feel that I am paying way too much as they have five people taking showers upstairs and I only have two people taking showers on the first floor. How do I separate the usage so I am not getting ripped off and paying too much?
