Water level rises in sight glass when heated

I have searched for this problem and could not find it.
The water in my sight glass is about 1/3 full.
When the boiler is turned on and the water heats up, the sight glass slowly fills all the way up. I timed it and it takes about 2 minutes to do so.
No surging or jumping, just a slow steady rise and then it stays there.
Any ideas?

is the upper valve open? are you sure?
what about that bottom one ?
maybe it's, they're clogged inside and needs cleaning?
post pictures and maybe someone sees something, else,
has the pigtail been serviced?known to beat dead horses0 -
Do you have to drain water from the boiler to get to the right water level when the system is cold or does the water level go back down on it's own as the system cools down?
